Raw/Auxiliary Materials Acceptance Instructions and Procedures
1、Purpose
In order to standardize the company’s incoming materials, auxiliary materials, packaging materials acceptance operations, to strengthen the quality control of incoming materials, auxiliary materials, the formulation of this operating standards.
Scope
This standard applies to all incoming materials, auxiliary materials, packaging materials acceptance operation of **Foods, so all the relevant personnel of the company and related suppliers need to jointly comply with and implement.
3、Responsibilities
3.1 Warehouse management personnel: responsible for incoming materials, auxiliary materials, packaging materials, warehousing and status identification.
3.2 Quality Control Department: Responsible for the inspection and quality judgment of incoming materials, auxiliary materials and packaging materials.
3.3 Purchasing Department: responsible for requesting suppliers’ qualification documents and product qualification documents, and communicating with suppliers when the incoming materials, auxiliary materials and packaging materials are judged to be unqualified.
4、Procedures
4.1 When the Purchasing Department purchases incoming materials, auxiliary materials and packaging materials from suppliers outside the Qualified Supplier List, it is necessary to ask for the supplier’s business license, food production license and/or food circulation license, as well as the third-party inspection report of each single incoming material and auxiliary material inspected twice a year.
4.2 The Purchasing Department requires the supplier to attach the factory inspection report of each batch of incoming materials, auxiliary materials and packaging materials to each shipment.
4.3 Upon the arrival of incoming materials, auxiliary materials and packaging materials, warehouse management personnel need to check the quantity and keep the same with the delivery list provided by the supplier. At the same time, they should check the hygiene condition of the delivery vehicle and whether it is mixed with substances harmful to food safety (e.g. pesticides, chemicals, fertilizers, feeds, coal, raw meat, etc.) If the inspection finds that the hygiene condition of the delivery vehicle is poor and it is mixed with substances harmful to food safety, the warehouse management personnel have the right to reject the batch of goods.
4.5 Warehouse management personnel after checking the correctness of the incoming materials, auxiliary materials, packaging materials placed in the warehouse, labeled with “products to be inspected” identification sheet, and at the same time, notify the QC incoming materials inspector on the incoming materials, auxiliary materials, packaging materials for quality inspection.
4.5 QC incoming material inspector in the warehouse management personnel notification, in accordance with the appropriate operating standards for sampling, inspection, inspection of the product indicators are in line with the incoming materials, auxiliary materials, packaging materials acceptance criteria, and recorded in the “procurement of raw and auxiliary materials to verify the notification form”.
4.6 If the test results are qualified, the raw material inspector of the Quality Control Department will hand over the “Raw and Auxiliary Materials Procurement Verification Notification Form” to the warehouse management, and replace the “products to be inspected” labeling sheet with the “qualified products” labeling sheet. Warehouse management personnel in accordance with the principle of first-in-first-out, the inspection of qualified incoming materials, auxiliary materials, packaging materials sent to the production site.
4.7 If the test results are unqualified, the incoming material inspector of the Quality Control Department will hand over the “Raw and Auxiliary Materials Procurement Verification Notice” to the warehouse management and the Purchasing Department, and replace the “products to be inspected” labeling sheet with the “unqualified products” labeling sheet. Warehouse management personnel are strictly prohibited to send the incoming materials, auxiliary materials and packaging materials labeled as “non-conforming products” to the production site.
4.8 Purchasing Department in the Department of Quality Control received raw and auxiliary packaging materials failed inspection information, communication with suppliers, consultation with unqualified materials, auxiliary materials, packaging materials, and sent to the general manager for approval to handle related matters.
4.9 Quality Control Department of the spirit of fairness to the incoming materials, auxiliary materials for quality assessment, any other person shall not interfere with or affect the quality control (inspection) personnel assessment, other people are not allowed to change or unauthorized changes in the assessment of the conclusions.
4.10 No one in the company is allowed to receive the goods privately without the certificate of qualified inspection by QC, otherwise the company will be responsible for the loss caused by the quality problem of the incoming materials, auxiliary materials and packaging materials.
4.11 Imported cold chain materials need to be in accordance with the national and Luojiang regional epidemic prevention and control requirements, request for incoming materials “five certificates and one single” that is, “Entry-Exit Inspection and Quarantine Certificate, Nucleic Acid Detection Certificate, Certificate of Extermination, Certificate of Warehouse Departure, Traceability Voucher, Customs Clearance Form”; firstly, declare the Quanzhou City After the approval of the cold chain food supervision system, the purchase of goods will be made.
4.12 On the other hand, all incoming materials shall reach 100% passing rate in one inspection. If the same supplier fails more than 3 times, the supplier will be considered to be replaced.
4.13 In principle, do not accept concessions material, unless the production of urgent needs (written proof of production) or market feedback (written proof of the procurement department) the price of materials, and the chairman of the board of directors to sign the confirmation or notification of acceptance of the material.
4.14 Concession acceptance increases the testing workload of quality control personnel, need to be compensated according to the additional sampling inspection time * 25 yuan / hour.
